Can flat chested girls wear strapless dresses?

I need to wear a dress and im flat but i wanted to get a strapless dress.Im assamed how i am :(

3. of course you can wear a strapless dress! if you're worried about it falling down, just wear a padded strapless bra so it makes you a little bigger. if you really feel like you need to be bigger, victorias secret does make that bombshell/miraculous bra that adds 2 cup sizes in a strapless style now.

6. Are you crazy?! Strapless dresses and tube tops were practically made for the flat! They fall off us busty girls. If it really bothers you, get one with ruffles on the bust, it creates an illusion of a bigger chest. And if you're too worried, you can buy a watter bra. They're a little pricey, but look at vitoria's secret. Whatever you do, make sure you're comfortable.
