where can i get cheap party shoes and dresses?

im going into 7th grade this yr which is the bat mitvah yr, and i need alot of party dresses and shoes. i need something thats a party dress but isn't too crazy. and the shoes not too big of a heel and mabe even no heel. thxs

5. forever 21 has awesome dresses for like 30 dollars. They also have cute shoes but payless has great shoes always. Or Old Navy. check online, but normally they have really cute flats.
