best store to get cute party dresses cheap?

i dont want anything too slutty and dont want to spend more than $30. lenghth should be around mid thigh. thanks! i want something sexy but not skanky...i have a good upper body but im a little self conscious about my inner thighs so i sont want anything too tight around that area
