Cheap Party Dresses

Can the sticky things on strapless dresses be sold separately?

On most strapless dresses, there's the slightly stick stuff at the top to help keep the dress from falling...does anyone know if that can be sold separately to stick on the dress? (preferably somewhere in Toronto, Ontario, Canada) Thanks! :D
